Charles Napier jailed for 13 years for child sex abuse

Napier, from Sherborne in Dorset, was at one time treasurer of the Paedophile Information Exchange. The group campaigned on behalf of paedophiles in the 1970s and 1980s.

The judge said there was "no doubt" he had become a teacher because of the proximity it offered him to young boys, some of whom had been "dramatically damaged" by his crimes.

Why did it take 17 years to revoke this former Howell teacher's certificate?

Phillip Birnbaum, a former Howell High School band teacher, was first convicted in 1997 of aggravated sexual assault of a 15-year-old student. But it wasn't until earlier this month, a full 17 years later, that the State Board of Examiners revoked Birnbaum's teaching certificates.

We must be cautious not to protect victims' identities when possible to avoid victimizing them further.  Those who are scared that their anonymity will be compromised are far less likely to talk to authorities.
